Odd, considering that the experimental perfing was supposed to eliminate the need for cutting. Scott Specialized notes that these unofficial perf varieties (#11 & #11A perf 11 & 12 1/2) represent the first perforated stamps in the United States made using a true perforating machine known as the ” Chicago Perfs” both were made by Dr. Hadley using a machine of his construction.
