Yes, this is RARE. I have not seen another one like this. As you can see from reading the 1909 post card, the sender knew that the stamp included “Bureau Engrave” on it and that it could be rare. This stamp is from a series of 1902, or know as the Second Bureau Issue, produced by the Bureau of Engraving and Printing issued by the US Post Office. These were released in December 1902 and remained into circulation until 1908.
